Expand sites, enterprises, contracts, accreditation pathways, and replication only when outcomes, finances, staffing, and culture hold under evidence.

  3. Build workforce and revenue

    Pilot training, readiness, employer, meal, media, and other earned-revenue systems with clean lane boundaries.

  4. Build the quality system

    Run dashboards, mock audits, incident trend review, CAPA, board assurance, and standards-informed readiness.

  5. Build the public and funder system

    Translate internal reality into accurate website language, reports, partner pathways, grant narratives, and public accountability.
